The best way to level up weapons in COD MW2 is by playing Kill Confirmed game mode and racking up kills while collecting the dog tags. In the said mode, you get Weapon XP for just roaming around the map, collecting Dog Tags, and getting kills. And since the match is only 10 minutes long, you can farm any weapon faster than farming bots in the Invasion game mode. 

The Invasion game mode is excellent for players who don’t get bored by dropping at the map’s corner parts and farming bots. But for players who want to practice a specific weapon while leveling it up, Kil Confirmed mode is the best option for you. 

The Prisoner Rescue game mode is also an excellent way to level up your weapon fast, as you will earn a lot of XP by getting kills and completing objectives in this mode. 

Alternatively, you can also queue up in the Domination game mode and camp at any of the objective locations to get additional Exp with every kill as it helps you earn the Defender medals, which contribute towards your Rank progression and weapon level at the same time.
