Here is a short step-by-step guide on how to turn off traffic lights in the basic version of the game:
Step 1: From the Info Views menu, click the Traffic Routes icon.

In that case, it’s a good idea to turn off some of them, especially when there’s not much traffic on those roads anyway.
2. When it’s near a roundabout
In general, you should avoid having intersections too close to a roundabout, as you want traffic to flow freely as it exits the roundabout.
But if you can’t avoid that nearby intersection, at least turn off the traffic lights so they’re less likely to hold up traffic in the roundabout.
